A snapshot is a frozen, dated view — what was known when. When an addendum touches a source record, every affected output is flagged for review; refreshing re-assembles from sources and dates a new snapshot.

the records supporting each claim, with IDs and lifecycle state
Evidence
artefacts with provenance — source, timestamps, integrity hash
Methods
metric, unit, basis, method and period for every number
Limitations
stated first, not buried — including gaps and pending outcomes
Attribution
professional contributions preserved (adviser, lab, contractor)

Export manifest

machine-readable, reproducible

Every export carries its manifest: source record IDs, active filters, methods, exclusions with reasons, limitations, and the snapshot date. Reproducibility over persuasion.

Report rules: outputs assemble from governed sources and update from them; snapshots are dated and immutable; addenda flag affected outputs rather than silently changing them; public projections only exist after review.
